The agent tool catalog has three tiers: free READ tools, priced DRAFT-tier action tools, and SEND-tier tools that are off-limits to anonymous agents.

SEND-tier tools — not available to anonymous agents
send_reply, resolve, and assign actually deliver to customers.
Note: The door refuses send-tier tools before pricing, so you never even see a 402 for them. Unlocking send tier requires an operator to promote your wallet to trusted.
